Federal regulations (40 CFR 122.26 (b) 14) require an overall site awareness of stormwater regulatory requirements. Ground-FX has developed several training classes to meet this requirement that are tailored to specific employment functions, including sub contractors, employees, engineers and design personnel.
Classes range from the 1/2 hour storm water tailgate sessions, that contain the very basic elements of the storm water program for site non-skilled and semi-skilled employees, to a four hour in-depth overview of the entire program, as well as specialized classes on pollution prevention strategies and maintenance, and how to implement a storm water pollution prevention plan.
The basic 1/2 hour tailgate session, generally given at the job site before working hours, includes elements of housekeeping, including proper trash and hazardous materials disposal, concrete and paint/stucco washout pits, sediment track out pads, and basic spill response. This session is conducted verbally in the field, and includes a hard copy handout for all attendees.
The four hour class is designed for land managers, site superintendents, and project managers/engineers. It covers Federal EPA, State of Idaho and local (City of Boise, Nampa, and Garden city) requirements, including regulations, exemptions, Notice of Intent and Termination issues, details of the Storm water Pollution Prevention Plan (SWPPP), selection and costs of appropriate best management practices (pollution prevention strategies), implementation, maintenance and inspection requirements, hazardous materials and spill management, and what to do if an inspector visits your site for storm water or dust control issues. We also discuss the pros and cons of using in-house staff for compliance inspections and audits.
Presentations are given at a location of your choice (generally your site conference area) using PowerPoint visual aids and include hard copy handouts for all participants. All sessions include a certificate of attendance, and the trainer will stay onsite as long as required for any questions your staff may have.
Water Pollution Control Manager
Ground-FX will soon offer a 2-day certification course to meet the new Idaho Transportation Department requirement for general contractors to provide weekly inspections by a Certified Water Pollution Control Manager (WPCM). This course will cover EPA requirements for NPDES & Storm water, ITD Requirements, and also includes 1/2 day review of in-the-field Stormwater BMPs. WPCM certification is an annual requirement, and must be completed within twelve months of beginning a new project.
Responsible Person Training
Ground-FX now offers RP training, as required by many local cities and counties. Most municipalities require each permitted construction site to have an individual in charge of an erosion and sediment control program, having been trained and certified by an authorized agency.
This training program covers an introduction and requirements of the National Pollutant Discharge Elimination System, regulatory information and construction site best management practices.
Individuals attending this course acquire the basic knowledge necessary to implement the construction site erosion and sediment control requirements and plans. Completion of this class, along with passing a written examination (open book), fulfills the certification requirement for a period of three years.
